How to Look Up Any Cleveland Address's Payment Standard (CMHA's Rent Tool)
The 90-second lookup: address to payment standard
CMHA publishes its Housing Choice Voucher payment standards through one live tool: the Rent Determination tool at apps.cmha.net/rentdetermination. There is no static PDF and no single countywide chart — the figures live only inside that tool, and they are keyed to the ZIP code where the unit physically sits. The tool serves FY2026 payment standards effective January 1, 2026, for 53 ZIP codes in CMHA's service area. Here is the fastest path from a street address to its number:
- Open the Rent Determination tool at apps.cmha.net/rentdetermination.
- Identify the exact ZIP code of the property — the ZIP the building physically occupies, not a mailing city that may span several ZIPs.
- Enter or select that ZIP in the tool.
- Read across to your unit's bedroom count (studio/0-BR through 4-BR). That dollar figure is CMHA's FY2026 payment standard for that ZIP and bedroom size, effective 1/1/2026.
- Repeat for any other property — the number changes ZIP to ZIP and does not carry over.
Why the table you see first is a trap
Before you type a ZIP, the tool displays a table by default. Do not use it as "the CMHA payment standard." The default table reads $881 studio, $1,005 one-bedroom, $1,209 two-bedroom, $1,559 three-bedroom, and $1,661 four-bedroom — but those figures are not a countywide standard. They correspond only to ZIP codes 44103 and 44105. Quote them for any other address and you will misprice the unit.
This is an easy mistake to make with the tool. The placeholder looks authoritative, and nothing on screen flags that it applies to two ZIPs only. Always select the property's ZIP first, then read the row that appears.
Why the number changes ZIP by ZIP
CMHA is required — not merely permitted — to set payment standards using Small Area Fair Market Rents (SAFMRs). CMHA appears on HUD's official Mandatory SAFMR PHA list (PHA code OH003, designation year 2024), and the Cleveland-Elyria, OH metro area is named in HUD's Federal Register FY2025 Fair Market Rent notice as one of 41 additional metros required to use SAFMRs in the voucher program. CMHA's own landlord rent page states that, effective January 1, 2025, it was required to implement Small Area Fair Market Rent payment standards.
The practical result: instead of one figure for the whole county, each ZIP carries its own payment standard tied to that ZIP's local rents. The spread is large. CMHA's FY2026 two-bedroom payment standard runs from $1,096 in ZIP 44127 to $2,169 in ZIP 44113 — a difference of roughly 98%, nearly double, within the same county. That is exactly why any "CMHA payment standard" quoted without a ZIP code is meaningless.
Here is the full FY2026 range by bedroom size across CMHA's 53 service-area ZIP codes. The lowest column falls in ZIP 44127; the highest falls in ZIPs 44113 and 44040. Look up your ZIP rather than assuming the low, high, or median.

What the payment standard is — and is not
The figure the tool returns is not a rent cap. CMHA is explicit: "The payment standard is NOT the maximum amount that the landlord can charge; it is the maximum amount of subsidy that the CMHA will pay toward each tenant's rent portion." You can ask above the standard — the tenant simply covers more of the rent, subject to CMHA's initial affordability rule that the total tenant portion may not exceed 40% of the family's monthly adjusted income on a new contract.
Two more things the payment standard is not: it is not the number CMHA tests for reasonableness, and it is not a guarantee. CMHA applies its rent reasonableness review to gross rent — the rent charged plus tenant-paid utilities (or the utility allowance) — not to the contract rent alone, and a requested rent must pass that comparison against unassisted units before it is approved. CMHA also states its payment standards are set "between 90% and 110% of the FMRs or approved exceptions as applicable."
One caution about sourcing: the narrative on CMHA's landlord rent page is still headed for Fiscal Year 2025, while the tool serves FY2026 figures. Use CMHA's tool, not HUD's raw SAFMR file
Some landlords skip the tool and pull HUD's Small Area FMR spreadsheet instead — which gives a different, and wrong, number. CMHA's published payment standard for a ZIP is not identical to HUD's raw SAFMR for the same ZIP: in ZIP 44113, HUD's FY2026 two-bedroom Small Area FMR is $1,920, while CMHA's two-bedroom payment standard is $2,169. The figure that governs your HAP is CMHA's, from the tool.
That gap is not a rounding difference. Because CMHA sets its own published standard for each ZIP rather than passing HUD's raw Small Area FMR straight through — its stated policy is 90% to 110% of the FMRs, or approved exceptions as applicable — the tool is the only place that shows the figure CMHA will actually honor for a given address.
