The top-paying ZIP codes in CMHA's service area
CMHA sets Housing Choice Voucher payment standards per ZIP code, not as one countywide number. Under Small Area Fair Market Rents (SAFMRs), the agency's Rent Determination tool publishes FY2026 payment standards effective January 1, 2026 for the 53 ZIP codes in its service area. The highest tier belongs to ZIP 44113 — the Tremont, Ohio City and near-West-Side area — tied with ZIP 44040. Both carry the top figure at every bedroom size CMHA lists.
For a landlord, the same voucher tenant can bring a larger subsidy in 44113 than in most of the county. Here is CMHA's FY2026 schedule for ZIP 44113 (identical in 44040):

How the top ZIPs compare to the rest of the county
The gap between the highest and lowest CMHA ZIP codes is wide. For a two-bedroom, the standard runs from $1,096 in ZIP 44127 (the Slavic Village area) to $2,169 in 44113 — a spread of roughly 98%. That is why any single "CMHA payment standard" quoted without a ZIP code is misleading. The table below shows the top tier against the median and the floor across CMHA's 53 service-area ZIPs.
One trap to avoid: the placeholder table CMHA's tool shows before you select a ZIP ($881 studio / $1,005 one-bedroom / $1,209 two-bedroom / $1,559 three-bedroom / $1,661 four-bedroom) is not a countywide figure — it corresponds only to ZIP codes 44103 and 44105. Always enter the property's actual ZIP.

Other higher-standard ZIP codes worth knowing
44113 and 44040 sit at the ceiling, but several other ZIPs pay well above the county median. A few examples from CMHA's FY2026 tool:
- ZIP 44118 (Cleveland Heights): $1,683 for a two-bedroom and $2,169 for a three-bedroom — that three-bedroom matches 44113's two-bedroom standard.
- ZIP 44141 (Brecksville): CMHA's tool lists roughly $1,988 for a two-bedroom; confirm the exact figure in the tool before you price a unit there.
Why one ZIP pays more than the next: Small Area FMRs
CMHA appears on HUD's official Mandatory SAFMR list with a designation year of 2024, meaning it is required — not merely permitted — to use Small Area Fair Market Rents to set voucher payment standards. CMHA implemented SAFMRs effective January 1, 2025; the agency says the change is intended to make payment standards better reflect the local market and give families more access to low-poverty, high-opportunity areas. Before SAFMRs, a voucher used a single metro-wide Fair Market Rent — HUD's FY2026 figures for the Cleveland, OH HUD Metro FMR Area are $933 efficiency, $1,058 one-bedroom, $1,279 two-bedroom, $1,646 three-bedroom and $1,760 four-bedroom, one number for the whole region. SAFMRs replaced that flat figure with a separate FMR per ZIP, so higher-rent ZIPs like 44113 now carry higher standards. CMHA states its standards are built on HUD Fair Market Rents and set between 90% and 110% of the FMRs "or approved exceptions as applicable."

A higher standard is a bigger subsidy ceiling — not guaranteed rent
The single most important thing to understand about these numbers: CMHA is explicit that "the payment standard is NOT the maximum amount that the landlord can charge; it is the maximum amount of subsidy that the CMHA will pay toward each tenant's rent portion." You may set your rent above the standard — the tenant then covers the difference within program limits — and the standard does not, by itself, promise any particular rent or approval. Approval still depends on the unit passing inspection and CMHA's rent-reasonableness review.
CMHA calculates the monthly Housing Assistance Payment (HAP) as the lesser of (the payment standard minus the tenant's Total Tenant Payment) or (the gross rent minus that Total Tenant Payment). So a high 44113 standard raises the cap on the subsidy, but your actual HAP still tracks the rent you set and the tenant's income.
One more rule that interacts with these ZIP tiers: if a voucher family rents a unit larger than the bedroom size on its voucher, CMHA applies the payment standard and utility allowance for the smaller of the two — the voucher size or the actual unit size.
