CMHA's FY2026 payment standards for 44127 are $802 studio, $915 one-bedroom, $1,096 two-bedroom, $1,412 three-bedroom, and $1,514 four-bedroom — the lowest tier in the agency's service area. A few nearby ZIPs sit just behind it. ZIP 44104 ties 44127 for the lowest one-bedroom standard at $915, and ZIPs 44103 and 44105 share a low-tier row of $881 studio, $1,005 one-bedroom, $1,209 two-bedroom, $1,559 three-bedroom, and $1,661 four-bedroom.

How far below the top ZIPs do these ceilings fall?

The top of CMHA's range is ZIP 44113 (Tremont / Ohio City), which shares the highest tier with suburban ZIP 44040. A unit in 44127 carries a payment standard worth roughly half of the same-size unit in 44113. CMHA's own figures put the two-bedroom spread across the county's ZIP codes at about 98% — from $1,096 in 44127 up to $2,169 in 44113 — so the ceiling in the top ZIP is nearly double the lowest.

44127 sits below the middle of the range, not just below the top

The low-tier ZIPs sit well under the countywide middle, not just under the top. CMHA's median two-bedroom payment standard across its 53 service-area ZIPs is $1,525, so 44127's $1,096 is about $429 below the median ZIP. The median studio and four-bedroom standards ($1,118 and $2,101) are likewise far above 44127's $802 and $1,514.

Why the rent ceiling drops in these ZIPs

The differences aren't arbitrary. Since January 1, 2025, CMHA has been required to set payment standards using Small Area Fair Market Rents (SAFMRs) — HUD rent estimates calculated ZIP code by ZIP code rather than one figure for the whole metro. CMHA appears on HUD's Mandatory SAFMR list with a designation year of 2024, and the Cleveland area is one of the metros HUD added to the SAFMR requirement (65 metros are required to use them). The result is a payment standard that tracks each ZIP's local market.

A low payment standard is a subsidy cap — not a rent cap

This is the point most owners in lower-tier ZIPs miss. CMHA is explicit that 'the payment standard is NOT the maximum amount that the landlord can charge; it is the maximum amount of subsidy that the CMHA will pay toward each tenant's rent portion.' In a ZIP like 44127, the payment standard sets how much subsidy CMHA contributes — not the rent your unit can command.

CMHA calculates the Housing Assistance Payment (HAP) as the lesser of (payment standard minus the tenant's Total Tenant Payment) or (gross rent minus Total Tenant Payment). A rent above the ZIP's payment standard is still possible if it passes CMHA's rent-reasonableness review; the subsidy is calculated against the standard and the tenant covers the rest, within CMHA's rules. In short, the payment standard caps CMHA's share of the rent in that ZIP — it does not cap what you may ask.

Is renting to a voucher holder in a low-standard ZIP worth it?

In the City of Cleveland you are not required to accept a voucher — the City's Office of Fair Housing does not list source of income or Section 8 among its protected classes, so declining one is lawful here. The case for accepting a voucher in a lower-tier ZIP is practical, not legal.
