Cleveland's rental market is defined by older, low-rise housing and a wide split between neighborhoods and property types. Much of the city's rental stock is single-family houses, duplexes, and small multi-unit buildings from the early 1900s, so renting a whole house with a yard and basement is realistic at prices that would only cover a small apartment in many metros.
Jurisdiction matters more here than in most places.
