Start with how vouchers work

If you're new to the program, begin with the basics: how a voucher covers part of your rent, how CMHA sets payment standards, and how inspections work. Our housing choice voucher explainer and how to apply guide are the natural entry points, and the Section 8 pillar ties it all together.

Applying, waitlists, and income limits

CMHA accepts preliminary applications year-round, but selection is by random lottery, so timing is unpredictable. Eligibility is income-based — CMHA's limits effective April 2025 were about $34,800 for one person and $49,700 for four. See our waitlist guide and income limits guide for detail, and always re-verify current figures with CMHA.

Know your rights and find a home

Crucially, Ohio has no statewide source-of-income law and the City of Cleveland does not protect voucher holders, though several suburbs do. Understanding that patchwork helps you search smart — see our source-of-income guide. When you're ready to see voucher-friendly homes, browse Section 8 houses for rent or book a showing.

Frequently asked questions

Is the CMHA voucher waitlist open?
CMHA accepts preliminary applications year-round with no closing date, so the list is effectively always open. However, selection is by random 'mini-lottery,' not first-come-first-served, so being on the list doesn't mean a voucher is immediately available — a name may be reached in days or take months. Verify the current status directly with CMHA.
Who runs Section 8 in Cleveland?
The Cuyahoga Metropolitan Housing Authority (CMHA), HUD code OH003, administers the Housing Choice Voucher program for Cleveland and Cuyahoga County. The program is federally funded by HUD, but CMHA handles applications, the waitlist, payment standards, and inspections locally. Apply through CMHA's online SecureCafe portal at cmha.net.
Does Cleveland protect Section 8 voucher holders?
Not at the city level. As of July 2026, Ohio has no statewide source-of-income law and the City of Cleveland has no ordinance requiring landlords to accept vouchers. A few Cuyahoga County suburbs do, including Cleveland Heights, South Euclid, University Heights, Warrensville Heights, and Linndale. This changes, so verify with the specific city.
How do I find homes that accept my voucher?
Because Cleveland doesn't require landlords to accept vouchers, finding voucher-friendly homes is the main challenge. Every home Rent Finder Cleveland manages accepts Housing Choice Vouchers and is HUD-inspection-ready — mostly 2- and 3-bedroom homes across the East and Southeast sides. Book a showing and tell us your voucher's bedroom size to see current options.
