When Does CMHA Pay? HAP Payment Dates and Your First Check

CMHA pays HAP twice a month. Its Landlord FAQ says payment dates typically fall on the 3rd and the 16th; the published 2026 HAP Payment Calendar gives the actual dates, such as July 3 and July 15. On a new contract you are paid on the next scheduled date after CMHA has your signed contracts, executed lease and occupancy permit.

Two runs a month, and the dates that actually govern

There are two published answers to "what day does CMHA pay" — a rule of thumb and a calendar. The rule of thumb is CMHA's Landlord FAQ: HAP payment dates typically occur on the 3rd and the 16th of each month.

Work from the calendar. CMHA's 2026 HAP Payment Calendar, published in its landlord Forms & Documents library, splits the month into a Primary HAP Disbursement and a Mid-Month HAP Disbursement — the second covering "approved adjustments such as new admissions, contract changes, corrections, or other qualifying payment updates that occur after the primary payment has been processed."

The published dates are also not literally the 3rd and the 16th:

What triggers the very first payment

All 24 dates carry one caveat: they are "subject to change due to holidays or operational needs." Scheduled runs, not a promise about the hour money lands.

For a new contract, the Landlord FAQ says what starts the money: "you will be paid on the next scheduled payment date after HCVP has received three copies of the signed contracts, the executed lease and occupancy permit, when applicable."

That is a document trigger, not a clock. It counts from the moment HCVP holds a complete set, not from your inspection or lease start. A slow signature costs you a run, not a few days. Nothing is payable before the contract is executed, and execution needs:

The 60-day window is why a first check is rarely one month

One honest limit: CMHA publishes no turnaround statistic — none from RFTA to executed contract, none from execution to first deposit. Anyone quoting a typical number is estimating.

The rule that makes a first payment larger than owners expect: the HAP contract "must be executed no later than 60 calendar days from the beginning of the lease term." CMHA may not pay before execution — but executed inside that window, it pays for the portion of the lease term that ran before execution, up to 60 days.

A lease that started three weeks before signing is not three lost weeks; it is a retroactive amount that appears when the contract clears. Past the window, nothing is left: "Any HAP contract executed after the 60-day period is void." See What Is a HAP Contract.

One way to lose that retroactive coverage without missing a deadline is handing over keys early. CMHA's warning: "If the owner permits the tenant to move into the unit, the tenant will be responsible for the full amount of the rent and HCVP will not pay the back amount retroactively." Early occupancy moves that month's rent onto the tenant.

A mid-month lease start is prorated

The Administrative Plan handles this in one line: HAP is paid at the beginning of each month, and "[i]f a lease term begins after the first of the month, the HAP payment for the first month is prorated for a partial month."

A term beginning on the 12th produces a first HAP covering the partial month, then full monthly payments after. CMHA does not publish the arithmetic it uses, so check the figure against your Landlord Portal ledger or with HCVP Finance rather than a formula of your own.

Two things the calendar never shows. HAP is only CMHA's share — on an initial contract the total tenant portion is paid directly to the landlord, no more than 40% of the family's monthly adjusted income. And a prorated month can arrive in the same deposit as a retroactive stretch, so a first payment rarely matches later ones.

Direct deposit is mandatory, and the portal comes after

There is no paper-check fallback: "All owners are required to go on direct deposit to receive HAP payments." Enrollment is CMHA's Automatic Deposit form — an ACH credit authorization — plus a voided check, mailed to HCVP Finance, 8120 Kinsman Road, Cleveland, Ohio 44104. The Landlord Portal answers most payment questions afterward. CMHA's landlord guide describes 24-hour access to HAP payment information and the payment calendar, a ledger exportable to Excel and PDF, bank-account updates, 1099s and inspection history. CMHA's own landlord page promises "[s]table, guaranteed rent payments deposited directly into your account." That is CMHA's wording, not ours — CMHA also states rent is abated after two consecutive failed inspections, with no retroactive payments for the abated period. Is Section 8 Rent Really Guaranteed?
