Setting Up Direct Deposit for CMHA HAP Payments
Can you take a paper check instead? No
Take the answer first, because it is the question most owners arrive with. CMHA's Landlord FAQ states that "All owners are required to go on direct deposit to receive HAP payments." Not a default with an opt-out — a requirement. Bank details sit in the same category as your W-9, which CMHA's Administrative Plan handles just as bluntly: it "will not execute the HAP contract until the owner has submitted IRS form W-9."
Separate the mechanics from the marketing. CMHA's owner page advertises "[s]table, guaranteed rent payments deposited directly into your account." Those are CMHA's words. ACH changes how money moves, not whether it is owed — CMHA abates HAP when a unit fails two consecutive inspections, with no retroactive payment for that period (more here). And enrolling is not the same as being required to accept a voucher: in the City of Cleveland, source of income is not a protected class — the city's Office of Fair Housing lists thirteen, and it is not among them.
What the form is, and where it lives
The document is CMHA's Automatic Deposit Form, one of the 16 items on its landlord Forms & Documents page, alongside the Agent/Payee Form, the Change of Ownership packet and the 2026 HAP Payment Calendar. Its full title says what you are signing: the HCVP Authorization Agreement for Automatic Deposits (ACH Credits). The form carries the program's own contact block — HCVP at (216) 431-1471, fax (216) 271-4111, 8120 Kinsman Road, Cleveland, OH 44104, with CMHA's main line at 216.348.5000, weekdays 8 a.m. to 5 p.m.
What CMHA requires with the form
Two enclosures and one address — all of it CMHA's own published wording:

Where it sits in the leasing sequence
It is not a separate errand after signing. CMHA's Landlord Participation Guide lists the RFTA packet as nine documents — the Request for Tenancy Approval, HUD Tenancy Addendum, Landlord Fraud Letter, Landlord Certification, Drug-Free Housing Lease Addendum and Lead-based Paint Disclosure, plus the Direct Deposit Form (if applicable), the W-9 (new vendors only) and the Agent Form (if applicable).
Read those parentheticals closely; they are the whole answer for repeat owners. An owner already enrolled from a prior contract has a vendor record at CMHA and is not re-papering bank details unit by unit. A first-timer does both at once. One adjacent gate is worth knowing while the packet is open: since January 1, 2026, submitting an RFTA triggers a requirement that the owner or designated managing agent complete CMHA's Virtual Landlord Orientation, once every 24 months, before a HAP contract can be executed for a new tenancy.
When the first deposit lands
Enrollment does not start the money; contract execution does. CMHA: "you will be paid on the next scheduled payment date after HCVP has received three copies of the signed contracts, the executed lease and occupancy permit, when applicable." Returning signed contracts a day late does not cost a day — it costs a run.
Those runs are fixed: "generally on the 3rd and 16th of each month." The 2026 HAP Payment Calendar formalizes both — a Primary HAP Disbursement, and a Mid-Month HAP Disbursement for "approved adjustments such as new admissions, contract changes, corrections" processed after the primary run. A brand-new contract is a new admission, which is why a first deposit often lands mid-month — and short of a full month, since a lease term beginning after the first is prorated. Changing the account later: the Landlord Portal
After your first HAP contract, CMHA issues a unique vendor/landlord registration code in a welcome letter from the Director of the Housing Choice Voucher Program. That code creates your account on CMHA's RentCafe-based Landlord Portal, reached from applications.cmha.net under "Landlord Login." One detail sinks more registrations than any other: the Tax ID or SSN you enter must match the CMHA vendor record.
CMHA describes the portal as where owners "view information related to payments and inspections, update contact information, request Electronic Fund Transfer changes and more" — plus bank-account updates, 1099s, a ledger exportable to Excel and PDF, and inspection history. When the deposit should go to someone else
Two situations move the destination rather than change it, and each has its own document rather than a second deposit form. For an agent or payee, CMHA publishes an Agent/Payee Form (2025) and a Change of Agent/Payee Packet dated 9.5.25. For a sale, every owner who buys property with existing HCVP tenants must submit a Change of Ownership packet: "[t]he new owner will begin receiving payments when the packet has been completed and processed." What actually stalls a deposit
Every one of these is a CMHA gate, and every one is avoidable:
- No W-9 on file — CMHA will not execute the contract, and nothing is payable before execution, so a perfect ACH authorization sits idle
- Signed contracts returned after a run — payment waits for the next scheduled date
- Orientation not completed — since January 1, 2026 it gates execution on a new tenancy
- A vendor-record mismatch — an LLC on the deed and a personal SSN on the form is the classic portal collision
- An ownership change not filed — the new owner is paid only once the packet is processed

When we place a tenant the RFTA packet goes in assembled: deposit form where it applies, W-9 for a new vendor, agent form where one belongs. Bank details are yours and stay yours; the Agent/Payee Form exists if you want payments routed elsewhere, and using it is your call. The terms:

- Ongoing management — 5% of monthly rent, only while the unit is rented
