Lisbon Avenue, Milwaukee, WI 53210. If you are working a voucher, the agency you will be dealing with is not across town from the houses you are looking at.

HACM's schedule carries a base standard for the Milwaukee metropolitan area plus separate, higher amounts for certain exception ZIP codes. What we manage on this side of the city is houses on narrow, deep lots: detached bungalows, two-family houses where you rent the upper or lower flat, and larger two-story homes. Each flat in a two-family has its own entrance, kitchen and bath; the basement, the driveway and sometimes the yard are shared.

We are not going to give you a percentage breakdown of the stock by age or type. The date that carries legal consequences is 1978. Federal rules define "target housing" as "any housing constructed prior to 1978," with narrow exclusions (24 CFR §35.86). For target housing, before you are obligated under a lease the lessor must give you an EPA-approved lead hazard pamphlet, disclose any known lead-based paint or hazards including their location and the condition of the painted surfaces, and hand over any records or reports they have (24 CFR §35.88). Ask for it in writing.

Getting around: MCTS bus routes, Capitol Drive and North Avenue corridors

Bus service is run by the Milwaukee County Transit System (MCTS). The published fares: $2.75 per ride for riders 12 to 64, with fare capping at $8.25 daily, $33 weekly and $99 monthly; $1.25 per ride reduced fare for riders 65 and over, riders 6 to 11, and riders with a qualifying disability; children five and under ride free. Cash is accepted, and the restriction on it is narrower than it is usually reported: MCTS states that transfers and fare capping do not work with cash fares paid onboard the bus, while a ticket bought with cash at a ticket vending machine does include the transfer. Fare capping itself runs through the WisGo card and the Umo app. Over a month, that is the difference between $99 capped and paying $2.75 every boarding.

Renters ask us which routes serve the Capitol Drive and North Avenue corridors. We do not print route numbers on a page like this, on purpose: MCTS revises service on a schedule — its site currently announces fall service changes starting August 23 that update schedules on five routes — and a stale route number sends someone to a stop that is no longer served. Put the exact street address of the house into the MCTS Trip Planner or the Real-Time Bus Tracker, and check it against the hours you actually travel. Weekday midday service and Sunday evening service are not the same thing.

We also do not publish drive times. We have no source for them we would stand behind, and a traffic-dependent app estimate is not a fact about a ZIP code.

Using a HACM voucher in 53210

HACM pays its share, the housing assistance payment, directly to the property owner each month; you pay the balance, which HACM describes as approximately 30% of your income.

The precise version: your total tenant payment is the highest of 30% of adjusted monthly income, 10% of monthly income, the housing-designated portion of welfare assistance, or the minimum rent (24 CFR §5.628). The subsidy is the lower of the payment standard minus that amount, or the gross rent minus that amount. And at initial occupancy, if gross rent exceeds the payment standard, your share cannot exceed 40% of your adjusted monthly income (24 CFR §982.508).

Clearing the payment standard is not the same as being approved. HACM "may not approve a lease until the PHA determines that the initial rent to owner is a reasonable rent," measured against comparable unassisted units on location, quality, size, unit type and age, plus amenities and the utilities the owner supplies (24 CFR §982.507).

As of August 2026, HACM's tenant-based Section 8 waiting list is closed, but HACM states it is currently accepting portability (confirm any of this with HACM directly — its website does not serve pages to us, so we cannot re-check it for you) — a voucher issued by another housing authority can be moved to Milwaukee, and you start that with the issuing authority, not with HACM. Separately, HACM's Public Housing and Project-Based Voucher waiting lists are open. We do not print a confirm-by date for people already on those lists: we could not open an official HACM page stating one, and a wrong date here would cost somebody their place in line. What HACM does tell people on a waiting list is to keep their contact information current so the authority can reach them when a name is selected — ask HACM directly whether anything else is due from you. Yards, garages and off-street parking on Milwaukee lots

Milwaukee's residential lots are narrow and deep, which is why the garage is usually a detached structure at the back, reached by an alley or a side drive, rather than attached at the front. That layout produces the three questions worth asking at every showing:

  • Is the garage or parking pad included in the rent, or rented separately? Get the answer into the lease.
  • In a two-family, what is shared? Basement, laundry hookups, driveway, yard, trash bins. Ask which are exclusively yours.
  • Who clears snow, and from what? Walk, drive, steps. In Milwaukee this is a real cost and a real liability, and "we'll figure it out" is not an answer.

One protection that comes with a Wisconsin tenancy: a landlord may only enter during the tenancy to inspect, repair or show the unit, and needs at least 12 hours' advance notice unless you agree to less. The listed exceptions are narrow — your advance consent, a health or safety emergency, or your absence combined with a reasonable belief that entry is needed to protect the property from damage — and the landlord must announce their presence and identify themselves on request. But it is not untouchable by the lease, and this is the part renters miss: the rental practices code lets a landlord authorize entry in other circumstances through a separate document titled NONSTANDARD RENTAL PROVISIONS, which the landlord must identify and discuss with you before you sign. If one is put in front of you, read what it gives away before you initial it.

Heating an older Milwaukee house: what to ask before you sign

This is the question that separates an affordable Milwaukee rental from an expensive one, and it is answerable before you sign.

Ask what the heat is and who pays it. On most of our houses electric and natural gas are in the tenant's name with We Energies. For a voucher tenancy the lease must state exactly which utilities and appliances the owner supplies and which the family supplies (24 CFR §982.308(d)(5)). Tenant-paid utilities are offset by HACM's utility allowance, which federal rule requires the authority to maintain "for all tenant-paid utilities (except telephone)," classified by category — space heating, air conditioning, cooking, water heating, water, sewer, trash collection, other electric, tenant-supplied refrigerator, tenant-supplied range and applicable surcharges — with no allowance for non-essential costs such as cable or satellite television (24 CFR §982.517). We do not republish HACM's dollar figures here: HACM's own document is not retrievable for us to re-verify, and a stale allowance is a wrong rent calculation. Ask HACM for the current schedule for your bedroom count and the exact utility setup in the house — the allowance changes your out-of-pocket rent directly. Ask whether the system can actually hold temperature. Wisconsin requires a landlord to disclose, before signing or taking a deposit, heating facilities that are not in safe operating condition or "not capable of maintaining a temperature, in all living areas of the dwelling unit, of at least 67°F (19°C) during all seasons of the year in which the dwelling unit may be occupied." And under HUD's national condition standards, a unit may not contain unvented space heaters that burn gas, oil or kerosene (24 CFR §5.703). A space heater doing a furnace's job is a failure, not a feature.

Know the help that exists. Wisconsin's Home Energy Assistance Program (WHEAP) helps with heating and electric bills. The current program year runs October 1, 2025 through September 30, 2026, eligibility is based on 60% of Wisconsin's median income, and applications go through energybenefit.wi.gov or 1-866-HEATWIS (1-866-432-8947). Assistance is "a one-time payment during the heating season," which runs October 1 to May 15. Apply early: the state says plainly that benefits are not guaranteed even to eligible households, and that once a program year's funds are exhausted no further benefits are issued.

Wisconsin also runs statewide energy efficiency programming by legal mandate: "The energy utilities in this state shall collectively establish and fund statewide energy efficiency and renewable resource programs" (Wis. Stat. §196.374(2)(a)1). Applying and move-in timeline

Bring photo ID, proof of income and your voucher packet. Wisconsin caps the screening charge: actual cost up to $25 for a consumer credit report, notice before it is pulled, a copy of the report for you, and no charge at all if you supply your own report less than 30 days old (Wis. Stat. §704.085).

Without a voucher, approval to keys is usually fast. With a voucher, two steps set the pace: submitting a request for tenancy approval along with a copy of the lease including the HUD tenancy addendum, during the term of your voucher (24 CFR §982.302(c)), and HACM's inspection, which must happen before the initial lease term begins (24 CFR §982.405(a)). Do not give notice at your current place until the inspection passes. Your voucher's search clock is suspended while that request is pending.

At move-in, Wisconsin requires the landlord to hand you a check-in sheet and give you 7 days to complete and return it (Wis. Stat. §704.08).
