Renting a House in Milwaukee, WI: What's Included and What You Pay
Most of what we rent in Milwaukee is two- and three-bedroom houses and duplex flats, generally $700 to $1,800 a month. Vouchers are welcome on all of them. If you hold a HACM voucher, the ceiling you are shopping against is the 2026 payment standard for your family unit size — a figure you have to get from HACM directly, since HACM's own schedule is not retrievable for us to verify and we do not republish numbers we could not open — and your own share is calculated from your income, not from the sticker rent. Showings run on Central Time and are booked online.
What a Milwaukee rental house looks like: bungalows and duplex flats
Milwaukee's rental housing is overwhelmingly houses rather than mid-rise buildings, and the dominant form is the two-family house: two full flats, one over the other, each with its own entrance, kitchen and bath, on a narrow city lot. Alongside those you get detached bungalows and larger two-story homes.
You will also see listings use a building-form label that Milwaukee publications write as "Polish flat" — local vernacular for an older house that gained a second unit at grade or below. It is not a legal or regulatory category, and we could not open an official definition to cite, because the City of Milwaukee's site blocks automated access. So do not shop by the label. Shop by the three questions that decide what you are actually renting:
- Is it a separate dwelling unit? Its own entrance, its own kitchen, its own bath.
- What does the lease say about utilities? On a voucher tenancy this is not optional — 24 CFR §982.308(d)(5) requires the lease to specify "what utilities and appliances are to be supplied by the owner, and what utilities and appliances are to be supplied by the family."
- What is the ZIP? Not the neighborhood name. HACM's payment standard schedule is keyed to ZIP codes.
Whatever the listing calls it, Wisconsin's habitability floor is the same. Before taking a deposit, a landlord must disclose known, uncorrected code violations that pose a significant health or safety threat — and the state rental practices code separately names heating that is not in safe operating condition, or that cannot hold at least 67°F (19°C) in all living areas during every season the unit may be occupied, as a condition affecting habitability that must be disclosed (Wis. Admin. Code ATCP 134.04(2)).
Current rent ranges by bedroom count
Our Milwaukee houses generally sit between $700 and $1,800 a month depending on bedroom count, size and condition. For a voucher holder the bounding number is HACM's 2026 payment standard, effective January 1, 2026 — which we do not republish, because HACM's schedule is not retrievable for us to verify and an unverified standard produces a wrong rent calculation. What we can show you is HUD's published Fair Market Rent for the Milwaukee-Waukesha area, and the band a basic payment standard is allowed to occupy: 90% to 110% of that FMR (24 CFR §982.503(c)). The last two columns are our arithmetic on HUD's figures, not HACM's schedule:

HUD publishes Fair Market Rents only through four bedrooms, so there is no band to compute for a five- or six-bedroom unit; ask HACM for those directly.
The year-over-year move is the story: the two-bedroom FMR rose $81 and the three-bedroom rose $90 between FY2025 and FY2026. If you were told last year that a rent was over the standard, run the number again. One thing the payment standard is not: a guaranteed approval. HACM must separately find the rent reasonable compared with unassisted units, weighing "the location, quality, size, unit type, and age of the contract unit" plus amenities, services, maintenance and utilities supplied by the owner (24 CFR §982.507). A rent under the standard can still be knocked down as unreasonable.
What is typically included and what you pay separately (We Energies, water, trash)
On most of our Milwaukee houses, utilities are in the tenant's name. Electric and natural gas service runs through We Energies, and you start, stop or move service directly with them. Water, sewer and trash arrangements vary by property and by whether the house is a single-family or a two-family with shared meters.
Do not guess — the lease has to state it, and for a voucher tenancy that statement is federally required. If you are on a voucher, the utilities you pay for are offset by a utility allowance. HACM must classify its schedule by category — space heating, air conditioning, cooking, water heating, water, sewer, trash collection, other electric, tenant-supplied refrigerator, tenant-supplied range, surcharges (24 CFR §982.517(b)(1)(ii)) — and the allowance is subtracted from your share of the rent.
We do not republish HACM's dollar amounts for that schedule. HACM's own document is not retrievable for us to re-verify, and a utility allowance quoted from a stale copy produces a wrong rent calculation — which is the one number in this whole page you cannot afford to have wrong. Ask HACM for the current schedule before you sign, for your bedroom count and for the exact utility configuration in the house. The rule also bars any allowance for non-essential costs such as cable or satellite television, so do not expect one.
Also worth knowing: your obligations under the program include paying the utilities the owner is not required to pay. Under 24 CFR §982.404(b), a failure to pay tenant-paid utilities is treated as a tenant-caused breach of the housing quality standards.
Basements, garages, driveways and yards: what to expect on a Milwaukee lot
Milwaukee lots are narrow and deep, which is why so many houses have a detached garage at the back reached by an alley or a side drive rather than an attached garage at the front. Basements are near-universal in this housing stock and are usually where the laundry hookups and the furnace live. In a two-family house, expect the basement, the driveway and sometimes the yard to be shared.
Ask, before you sign: is the garage included in the rent or rented separately? Are the laundry hookups yours exclusively or shared? Who is responsible for snow on the walk? Get the answers into the lease rather than the conversation.
A safety note that is not optional under the voucher program: HUD's national standards for housing condition require at least one working smoke detector on each level of the property, carbon monoxide detection to the Secretary's standard, GFCI protection on any outlet within six feet of a water source, a guardrail wherever there is a walking surface with a drop of 30 inches or more, permanently mounted light fixtures in kitchens and every bathroom, and no unvented gas, oil or kerosene space heaters (24 CFR §5.703). If you see a space heater doing the work a furnace should be doing, that is a fail, not a quirk.
Applying: income, documents and the Wisconsin check-in sheet
Bring photo ID, proof of income, and your voucher packet if you have one. Three Wisconsin-specific rules to hold onto:
- The screening fee is capped. Wis. Stat. §704.085 allows the landlord's actual cost, up to $25, for a consumer credit report; they must tell you before pulling it and give you a copy. Supply your own report from a nationwide agency, under 30 days old, and they cannot charge you for one. One exception the cap does not cover: the same statute separately allows the landlord's actual cost, up to $25, for a background check on a prospective tenant who is not a Wisconsin resident.
- The check-in sheet is required. Wis. Stat. §704.08 requires the landlord to hand a new tenant a check-in sheet at the start of occupancy, and gives you 7 days to complete and return it. It is not required when you renew. Separately, under Wis. Admin. Code ATCP 134.06(1), before accepting a deposit the landlord must tell you in writing that you may inspect the unit and report preexisting damage by a stated deadline, which cannot be less than 7 days after the start of the tenancy.
- You can ask what the last tenant was charged. Under the same rule, on request the landlord must give you the list of damages charged against the previous tenant's deposit within 30 days of your request, or 7 days after notifying that tenant of the deductions, whichever is later. The landlord may require the request in writing, and need not name the previous tenant or say how much was withheld.

Vouchers welcome: how a HACM voucher works on our houses
HACM pays its share, the housing assistance payment, directly to the property owner each month; you pay the balance. We do not paraphrase HACM's own description of your share here, because hacm.org refuses our requests and we could not open it to quote it accurately. The federal regulation is public, and it is what actually governs the arithmetic.
The formula: your total tenant payment is the highest of 30% of monthly adjusted income, 10% of monthly income, the housing-designated portion of welfare assistance, or the minimum rent (24 CFR §5.628). The subsidy is then the lower of the payment standard minus your total tenant payment, or the gross rent minus your total tenant payment (24 CFR §982.505(b)). And at initial occupancy, if the gross rent exceeds the payment standard, your share cannot exceed 40% of your adjusted monthly income (24 CFR §982.508).
Two protections that come with the program: the initial lease term is normally at least one year, and the owner may not raise the rent during that initial term (24 CFR §982.309). The one-year floor is not absolute: the same rule lets a housing authority approve a shorter initial term where doing so improves the family's housing opportunities and a shorter term is the prevailing practice in the local market. Some authorities close that door in their own administrative plan; we could not open a HACM policy either way, so ask HACM whether it approves initial terms under a year before you assume one is impossible. The no-increase protection during the initial term applies regardless.
The second protection has no exception at all: the owner "may not demand or accept any rent payment from the tenant in excess of" the rent minus HACM's payment, and must immediately return any excess (24 CFR §982.451(b)(4)). Side payments are not a gray area.

Booking a showing in Milwaukee (Central Time hours)

Milwaukee has its own leasing agent, so Milwaukee availability is independent of the Ohio cities. If the calendar looks thin, call and ask us to open a window.
Move-in costs: deposit, first month, utility start-up
Budget for first month's rent, the security deposit, and utility start-up with We Energies. Wisconsin puts firm limits on the deposit side:
- Any rent prepayment beyond one month's prepaid rent is legally a security deposit and is governed by the deposit rules — so "first, last and security" means two deposits, not one.
- The deposit must be returned, less lawful deductions, within 21 days, with a written statement describing each item withheld and the amount for it.
- Deductions are limited to tenant damage, waste or neglect; unpaid rent; landlord-provided services not included in rent; public utility service the landlord ends up owing; certain monthly municipal permit fees; and anything in a signed nonstandard rental provisions document. Not normal wear and tear.
- If a landlord violates these rules and it costs you money, Wisconsin lets you sue directly and "recover twice the amount of the loss, together with costs and reasonable attorneys' fees." That doubling is not always a clean double: Wisconsin's court of appeals has held that where the landlord did deliver the required written accounting, the award is subject to offset for the landlord's own damages, and that the flat double-the-deposit award is what applies when the landlord failed to provide the accounting at all (Pierce v. Norwick, 202 Wis. 2d 587 (Ct. App. 1996)).
Voucher tenants: the owner may still collect a security deposit, and must give you a written list of everything charged against it and promptly refund the balance (24 CFR §982.313). The Wisconsin 21-day clock applies on top of that.
