Section 8 Landlords in East Cleveland: Older Stock, Registration and Thin Payment Standards
The document East Cleveland owners have to hand over
CMHA names the city outright. Its Leasing with CMHA page requires a copy of the Certificate of Occupancy and/or Rental Registration to be submitted with the Request for Tenancy Approval for units in 17 named suburbs: Bedford, Bedford Heights, Brook Park, Cleveland Heights, Cuyahoga Heights, East Cleveland, Euclid, Fairview Park, Garfield Heights, Lakewood, Lyndhurst, Maple Heights, Parma, Shaker Heights, South Euclid, University Heights and Warrensville Heights.
Read the mechanism, not just the list. This is not CMHA approving you: "CMHA does not have a pre-approval process for landlords or units," and its Administrative Plan adds that "The PHA does not formally approve an owner to participate in the HCV program." CMHA is simply declining to move a tenancy forward for a unit the city itself has not cleared.
For City of Cleveland units CMHA does the checking itself — "Effective October 1, 2025, CMHA will verify active City of Cleveland rental registrations through the City's Citizen Access Portal" (more here). In East Cleveland the paper is yours to produce, and municipal requirements vary: call the building department before you sign a lease, not after the RFTA is in.
It gates your first payment too
CMHA ties that document to the money. On a new contract, "you will be paid on the next scheduled payment date after HCVP has received three copies of the signed contracts, the executed lease and occupancy permit, when applicable." In East Cleveland, "when applicable" applies. Payments run "generally on the 3rd and 16th of each month," direct deposit is mandatory, and CMHA will not execute the contract without your IRS form W-9.
Execution has an outer limit — "no later than 60 calendar days from the beginning of the lease term," after which "[a]ny HAP contract executed after the 60-day period is void." Do not bridge a paperwork gap with early keys: CMHA warns that then "the tenant will be responsible for the full amount of the rent."
The clocks you are running against
CMHA publishes no turnaround statistics, so read these as policy targets rather than an estimate of your file.
- A family may hold only one live RFTA at a time, and packet deficiencies cannot be fixed by phone — only in writing

Older buildings are where the money is lost
Voucher units are still inspected under Housing Quality Standards, not NSPIRE: CMHA states that HUD moved the final transition deadline "from October 1, 2025 to February 1, 2027." An outside firm inspects against the 13 key housing quality aspects.
Two rules attach to pre-1978 construction. HUD Notice PIH 2024-26 REV-1 states that "any deteriorated paint in target housing... is considered a violation of HQS and the NSPIRE Standards," with 24 CFR Part 35 Subpart M applying where a child under age 6 resides or is expected to. Where defective paint is cited in such a unit, the owner gets 10 days from the initial move-in inspection — 30 from an annual — to produce a passed lead clearance test plus proof a certified lead abatement contractor did the work. Scoping, abatement and clearance inside ten days is the tightest deadline in the file.
That is not Cleveland's Lead Safe Certification, which covers City of Cleveland rentals only; East Cleveland is a separate municipality, and the federal rule above applies either way.
Then there is the list that fails a unit on the spot. CMHA's 24-hour emergency items include a missing or inoperable smoke or carbon monoxide detector, no water, no electricity, no heat between October 15 and April 15, a gas leak, sewer back-up, range burners that do not ignite, unlockable windows within six feet of ground level, and anything life-threatening. Since December 29, 2024 smoke detectors go one per level, one in each sleeping area and one within 21 feet of every bedroom door, battery units 10-year sealed or hardwired. Fail twice and it stops being an inconvenience: "Rent is abated when the unit fails to pass on two consecutive inspections," starting the first of the following month, with the contract terminable after 30 days — and 24 CFR 982.4 defines abatement as "Stopping HAP payments to an owner with no potential for retroactive payment."
Payment standards in ZIP 44112 sit near the bottom of the county
CMHA sets payment standards per ZIP code under Small Area Fair Market Rents, publishing FY2026 figures effective January 1, 2026 for its 53 service-area ZIP codes. East Cleveland addresses sit mainly in ZIP 44112, but ZIP boundaries and city lines do not coincide — look your address up in CMHA's Rent Determination tool.
- Two-bedroom standards run from $1,096 in ZIP 44127 to $2,169 in ZIP 44113, so any figure quoted without a ZIP means nothing: Payment Standards by ZIP Code
- It is not a rent ceiling. CMHA: "The payment standard is NOT the maximum amount that the landlord can charge; it is the maximum amount of subsidy that the CMHA will pay"
- CMHA tests gross rent — rent plus tenant-paid utilities or the allowance — and its 2026 schedule carries a separate City of East Cleveland water and sewer line

What sets your rent, and what CMHA does not stand behind
The real constraint is rent reasonableness: under 24 CFR 982.507(b) the comparison weighs location, quality, size, unit type and the age of the unit, plus amenities and utilities. CMHA's landlord page says it uses two comparable unassisted units, and caps the tenant's own portion on an initial contract at 40% of income. The federal rule behind that cap (24 CFR 982.305(a)(5)) measures it against the family's monthly adjusted income, and applies it only where the unit's gross rent exceeds the payment standard.
CMHA's own pitch promises "[s]table, guaranteed rent payments deposited directly into your account." That is CMHA's word, not ours — abatement is why, and CMHA states elsewhere that "HCVP does not pay for tenant caused damages." Screening stays yours. Nor is participation compulsory: the U.S. Commission on Civil Rights' Ohio Advisory Committee states that "Source-of-income discrimination is legal in most of Ohio," and PRRAC's March 2026 list of five Cuyahoga County municipalities with source-of-income bans does not include East Cleveland.
