Property Management Fees in Cleveland: What Firms Actually Charge
What Cleveland firms publish, company by company
Five Greater Cleveland managers put a monthly rate on a public page. The table below is as published July 2026; none of these pricing pages carries an effective date of its own, so read every figure as a snapshot a company can change without notice.
Two of the five are not percentages at all: Realty Trust Services publishes a "simple flat rate monthly fee" of $129, and B2B's Premium plan is $129 per unit after bulk discounts. A third publishes no percentage at all — Evernest's Cleveland pricing page does not disclose its management fee. The 8%–10% below comes from an aggregator last updated June 7, 2024, and is labeled as such rather than quoted as Evernest's.

The range local managers call normal — and why the published rates undercut it
Two Cleveland-area firms have gone on record with a market range, and they agree. B2B Property Management's fee guide says monthly management fees in Cleveland "generally range between eight and twelve percent of collected monthly rent." IIP Management writes that "most property management companies in this region charge between 8% to 12% of the monthly rent as a management fee."
That band is the market's middle, not its floor: B2B publishes the 8%-to-12% description and a 5% Standard plan, and Realty Trust's flat $129 is not on the scale at all. The spread is wide for a plain reason — nobody regulates it. No government source (HUD, CMHA, the Ohio Revised Code, Cuyahoga County) publishes or sets management fee levels. These are unregulated private-market prices.
How Cleveland compares to the national average
One usable benchmark exists. iPropertyManagement surveyed management companies across 80 metropolitan areas and found an average management fee of 8.49% of total monthly rent, advertised rates ranging from 3.75% to 14.0%, and an average flat fee of $101.04 per unit per month.
The caveat is vintage: that survey was last updated September 7, 2022, and no 2025 or 2026 national fee survey — nor any NARPM, IREM or Buildium data with an Ohio breakout — turned up. Compare the shape of the numbers, not their freshness.
On that basis Cleveland's published rates straddle the national average. The 5% and 8% plans land below 8.49%; the 10%, 11% and 12% tiers land above. The flat options are the clearer gap — $129 a month and $129 per unit both exceed $101.04, though a flat fee's competitiveness depends entirely on the rent it attaches to. Flat fee vs. percentage works that trade-off through.
What those percentages cost in dollars
Percentages hide the size of the check. Below is our arithmetic on one named figure: Yardi Matrix put the Cleveland metro's average advertised asking rent at $1,246 as of February 2026. Treat it as an illustration, not a quote for your unit — it is a metro-wide multifamily average spanning Cuyahoga, Geauga, Lake, Lorain and Medina counties. HUD's FY2026 two-bedroom Fair Market Rent for the same metro is $1,279, so the arithmetic barely moves.

Minimums and caps quietly rewrite the rate
A percentage with a floor under it is a flat fee below a certain rent, and the published floors here are high enough to matter. The break-even points are simple division:
A cap runs the other way: the $199 ceiling the aggregator attributes to Evernest would stop a 10% fee climbing past the point where rent reaches $1,990. So the question on a pricing call is not "what's your percentage" but "what's your percentage, your monthly minimum, and your cap" — any one alone can mislead.
- Progressive Urban's 10% carries an $80 monthly minimum, so the floor takes over below $800 of rent
- High Tech's Bronze 8% carries a $79 minimum — the floor takes over below about $988
- High Tech's Silver 11% with a $109 minimum takes over below about $991
- High Tech's Gold 12% with a $139 minimum takes over below about $1,158
- B2B's Standard 5% says "minimums apply" without publishing the amount, so its effective floor is unknown
The monthly fee is not the price
The percentage is one line on an invoice with several. Published lease renewal fees here run $149 to $295: High Tech charges $295, $249 and $149 by tier; Evernest publishes $250; Realty Trust $199; B2B $195 on Standard, included on Premium. Progressive Urban publishes no renewal fee at all — an omission to ask about, not a zero.
Placement is the bigger line. Evernest publishes 50% of one month's rent with a $500 minimum. B2B and Realty Trust each publish one month's rent. Progressive Urban publishes one full month plus $250 more for voucher tenants and a one-time setup fee of $100 to $150 per unit. Nationally, placement averaged 70.6% of one month's rent bundled with management and 81.8% sold standalone. Two neighbors carry the detail: what one month's rent buys and the fees under the fee.
Where our 5% sits in that market
We charge 5% of monthly rent, billed only while the unit is rented — about $62 a month on the $1,246 average above. That matches the lowest published percentage in Greater Cleveland and lands below the 8.49% national average. No setup fee, and no surcharge for a voucher tenancy.
Tenant placement is one month's rent, charged only after the tenant is placed. No placement, no fee. That sits at the top of the published Cleveland placement range and above the national bundled average of 70.6% — deliberately: we would rather be paid on the outcome than the attempt.
Two smaller items round it out. Attending the CMHA inspection and sending you a written report is $100 — or you attend yourself and pay nothing.
