HUD-VASH Step by Step for Cleveland Owners: HUD + VA, and How CMHA Runs It
Two agencies, one tenancy — who does what
HUD-VASH is a partnership. HUD's tenant-based Housing Choice Voucher rental assistance for homeless veterans is paired with case management and clinical services from the Department of Veterans Affairs, delivered at VA medical centers, clinics, or VA-designated entities. Two agencies, two lanes: the VA owns the veteran side, the housing authority owns the rent side. In Cuyahoga County that authority is CMHA, which administers the HUD-VASH vouchers used here.
The VA never pays your rent — it refers the veteran and provides case management — while CMHA reviews your paperwork, inspects the unit, signs the HAP contract, and deposits your subsidy. HUD notes HUD-VASH vouchers are renewed "along with all other housing choice vouchers," so on the rent side the mechanics match a standard voucher. The VA case manager is a resource for you too — the VA calls case managers "a resource for you, the landlord, to help resolve issues with the tenancy."

- CMHA: reviews the RFTA, runs rent reasonableness, inspects, executes the HAP contract, and pays the subsidy.
- You, the owner: advertise, screen and select the tenant (your call), submit the RFTA, pass inspection, and sign the HAP contract and lease.
How a veteran reaches you
A HUD-VASH voucher does not come off a waiting list — HUD's rules bar the authority from keeping one, and the partnering VA facility refers each eligible veteran directly. The VA points veterans to the National Call Center for Homeless Veterans at 877-424-3838. CMHA's role in eligibility is narrow: its Administrative Plan states it "has no role in determining or verifying the veteran's eligibility," and it screens income "within five business days of receipt of a VAMC referral."
The VA is explicit that "screening and approval of Veteran tenants is at your discretion," so you run your own screening and choose whether to rent — every point here is why a HUD-VASH tenancy is worth it, not that you must accept one.
From RFTA to HAP contract, step by step
Once you and a veteran agree on a unit, the process is CMHA's standard voucher path: advertise, complete Mandatory Landlord Orientation, screen the tenant, submit the RFTA, accept the rent offer, pass inspection, then sign the HAP contract and lease. There is no separate landlord application — CMHA "does not have a pre-approval process for landlords or units."
The Request for Tenancy Approval is brought to you by the voucher holder. It must be signed by both family and owner, and the owner may submit it — by email to rfta@cmha.net or at the kiosks in CMHA's Main Campus lobby, 8120 Kinsman Road. The packet bundles the RFTA, HUD Tenancy Addendum, Landlord Certification, Lead-Based Paint Disclosure, a Direct Deposit form, and a W-9 for new vendors. CMHA reviews it for completeness and will not accept corrections by phone — fixes must be in writing, a common source of delay.
CMHA then verifies ownership and current taxes, runs rent reasonableness (an unreasonable rent is ineligible), and schedules the inspection — still to Housing Quality Standards, not NSPIRE, as of 2026. The targets below are policy goals, not guaranteed turnaround — CMHA publishes no elapsed-time statistics.

Two gates you can't skip
First, the W-9 and the orientation are hard gates. CMHA "will not execute the HAP contract until the owner has submitted IRS form W-9," and since January 1, 2026 submitting an RFTA also triggers CMHA's Virtual Landlord Orientation — a roughly 90-minute live session, required once every 24 months — which must be completed before CMHA can execute a HAP contract for a new tenancy. Existing contracts and payments are unaffected, and Rent Finder Cleveland has already completed it, so a tenancy we handle does not wait on it.
Second, never let the veteran move in early. CMHA warns that if the owner permits it, "the tenant will be responsible for the full amount of the rent and HCVP will not pay the back amount retroactively." A move-in before approval is rent you cannot recover.
What HUD-VASH changes versus a standard voucher
Most differences favor a longer, more stable tenancy:
A longer search window. CMHA sets HUD-VASH vouchers at a 180-day initial term — versus a 120-day HUD-VASH federal floor and 60 days on a standard voucher — giving a veteran more room to hold your unit.
Graduation doesn't end your subsidy. Case management is a voucher condition, but HUD says a finding that it is no longer needed "is not grounds for termination of HCV assistance." HUD also waived the one-year-minimum lease rule for HUD-VASH, so a shorter initial term is permitted.
The rent ceiling — confirm before you count on it. Federal rules let an authority set a VASH exception standard up to 120% of Fair Market Rent — above the 90–110% band on a regular voucher — and HUD ties that flexibility to landlord reluctance. But CMHA's plan recites that authority without enacting a VASH-specific standard, and its public tool returns standard figures. How and when CMHA pays
CMHA sets the Housing Assistance Payment as the lesser of (payment standard minus Total Tenant Payment) or (gross rent minus Total Tenant Payment) — the subsidy sits under the tenant's own share; see tenant portion vs. HAP portion.
Payment is by mandatory direct deposit, on two runs a month — a primary run plus a mid-month run for new admissions and corrections — with dates that typically fall on the 3rd and the 16th. If the lease starts after the first, the first month's HAP is prorated for the partial month (details here). The Landlord Portal then gives 24-hour access to payment history, an exportable ledger, 1099s, inspection history, and your tenant's caseworker contact.
